Without prejudice to any better benefit prescribed for a worker, the minimum periodical raise paid shall be no less than 3% of his basic salary to be dispensed from the 1st of January of every year (Art. 1). Art. 2 lists the conditions that must be met for a worker to be granted the periodical raise:
